On March 30, 2026, Cold Ischemia Foundation sent formal demand letters to Congress, the Florida Legislature, HHS, CMS, and NIH. In June 2026, CIF submitted a formal Lean Six Sigma methodology directly to the OPTN Board of Directors. Every office was given thirty days to respond in writing. Non-response is being treated as a matter of public record.
